Dr. M. Christopher Roebuck is a health economist with 28+ years of experience in pharmaceutical economics, health services research, and statistical modeling. He founded RxEconomics in 2011 to bridge the gap between rigorous health economics research and real-world decision-making, and has since served 50+ clients and institutional partners nationally—pharmaceutical manufacturers, healthcare payers, pharmacy benefit managers, government agencies, law firms, and academic institutions.
He has authored 120+ publications & research reports—peer-reviewed articles in journals including Health Affairs, Medical Care, the American Economic Review, and The American Journal of Managed Care—and his research has been cited in federal rulemaking, congressional witness testimony, and a U.S. patent specification.
Dr. Roebuck is especially known for medication-adherence and medical cost-offset research. His studies in Health Affairs, Medical Care, the Journal of Managed Care & Specialty Pharmacy, and related outlets estimated how increased prescription drug use and improved adherence can reduce hospitalizations, emergency department visits, and nondrug medical spending in chronic disease populations.

Before founding RxEconomics, Dr. Roebuck was Director of Strategic Research and Health Economist at CVS Caremark, where he shaped healthcare strategy for one of the nation's leading pharmacy benefit managers. Roebuck-authored research has been cited in five Federal Register rulemaking documents: the 2024 proposed and 2025 final HHS health-information-technology rules, the 2023 proposed and 2024 final Mental Health Parity and Addiction Equity Act rules, and the Department of Labor's 2018 proposed Association Health Plans rule.
His medication-adherence and Medicare medical-offset findings were cited in witness testimony submitted to the U.S. Senate HELP Committee, and his EBRI site-of-care research was cited in 2026 written witness testimony before the House Energy and Commerce Subcommittee on Health.
