Boutique Health Economics and Outcomes Research (HEOR) Consulting
RxEconomics is a boutique HEOR consulting firm that delivers the evidence payers, regulators, and health technology assessment bodies demand—with peer-reviewed rigor, typically 3× faster than traditional consultancies. Founded in 2011 and based in Miami, we serve pharmaceutical, biotech, payer, and policy clients nationally. Every engagement is led directly by Dr. M. Christopher Roebuck, PhD, MBA, a health economist with 28+ years of experience and 120+ publications & research reports. You get senior-level health economics consulting services on every deliverable—not a partner at the pitch and analysts on the project.
Health Economics & Outcomes Research at AI Speed. That is our tagline, and it is also our operating model: we pair rigorous econometrics and biostatistics with an AI-powered HEOR workflow that compresses timelines without compromising quality.
Is This Your Evidence Problem?
Are Payers Asking for Evidence Your Clinical Trial Was Never Designed to Produce?
Trials establish efficacy; payers want real-world value. We build cost-effectiveness analyses, budget impact models, and real-world evidence from healthcare claims data that translate clinical results into the economic terms formulary committees actually use.
Is a Straightforward Economic Model Stuck in a Three-to-Four-Month Queue at Your Current Vendor?
A focused economic model should not take 12-18 weeks. Our AI-enhanced approach typically delivers one in 4-6 weeks—reviewed line by line by a PhD health economist before it reaches you.
Do You Need HTA-Ready Evidence but Lack In-House HEOR Capacity?
Many of our clients have no dedicated HEOR function. We operate as your on-demand health economics and outcomes research consultancy—scoping the evidence plan, executing the analyses, and preparing the value story for payer and HTA audiences.
Is a Policy Change About to Reshape Your Market—and Your Model Assumptions?
Coverage rules, price negotiation, and benefit design shifts can upend an economic case overnight. Our health policy and market access consulting keeps your evidence strategy aligned with where reimbursement policy is heading, not where it was.
Do You Need an Economic Analysis That Will Survive Hostile Scrutiny?
Whether the audience is a national payer, an HTA reviewer, or opposing counsel, our work is built to withstand challenge. The same standards that support our healthcare economic expert witness engagements apply to every model and study we deliver.
Boutique HEOR Consulting vs. the Large CRO Model
Large CROs and global consultancies sell an all-or-nothing proposition: long timelines, layered project teams, and junior staff doing the analysis your name goes on. That model works for sprawling, multi-year programs. It fails when you need a rigorous answer to a specific question—quickly.
RxEconomics is built for the second case:
- Senior expertise on every task. The economist who scopes your project is the economist who runs the models, checks the code, and presents the results. Nothing is handed down a pyramid.
- Right-sized engagements. Commission a single budget impact model, a systematic literature review, or a full evidence-generation program. You buy what you need—no bundled minimums.
- Speed without shortcuts. Our generative AI workflow accelerates claims coding, data preparation, analysis, and research synthesis, and every output is verified by human expertise. The result: exceptional accuracy, typically 3× faster.
- Direct access. You work with the firm's principal, and you hear back fast—we respond within one business day.

Proof in the Published Record
RxEconomics' published HEOR work includes Medicaid analyses of chronic hepatitis C and direct-acting antiviral treatment—burden-of-illness estimates and a subsequent economic model update. That work used Medicaid data sources including MAX, SDUD, and later TAF/T-MSIS research files to quantify disease burden, treatment uptake, direct medical costs, and the cost offsets associated with curative antiviral therapy.
Dr. Roebuck is also especially known for medication-adherence and medical cost-offset research. His studies in Health Affairs, Medical Care, the Journal of Managed Care & Specialty Pharmacy, and related outlets estimated how increased prescription drug use and improved adherence can reduce hospitalizations, emergency department visits, and nondrug medical spending in chronic disease populations. Those adherence and offset findings have been cited in federal rulemaking analyses, Senate testimony, professional evidence reviews, payer education, and a U.S. patent specification.
